Erice sinampahan ng kaso sa Ombudsman

MANILA, Philippines - Sinampahan ng kasong falsification of public document, dishonesty, grave misconduct at conduct prejudicial to the best interest of the service si Caloocan City Vice-Mayor Edgar Erice sa Office of the Ombudsman dahil sa umano’y pamemeke nito ng mga dokumento.

Sa anim na pahinang reklamo nina Russel Ramirez, Kristine Abustan at Jesusa Garcia sa tanggapan ni Ombudsman Conchita Carpio-Morales na isinampa noong September 7, 2011, bukod kay Erice ay dawit din sa kaso sina Eugene Lazir Mangaliman, Ma. Pilar Afan at Rosemarie Angeles, pawang mga nakatalaga sa Office of Sangguniang Panglunsod ng Caloocan City.

Sa reklamo, noong January 28, 2011 ay ipinaalam ni Erice sa tanggapan ni Caloocan City Mayor Enrico “Recom” Echiverri na mayroon umanong bakanteng posisyon sa Sangguniang Panglungsod.

Kabilang sa mga sinasabing bakanteng posisyon ang administrative officer IV, administrative officer III, records officer III, records officer II, computer operator III, clerk II, storekeeper I at audio visual equipment operator III.

Noong January 19, 2011 ay binalewala umano ni Erice ang letter-answer na nanggaling sa Civil Service Commission (CSC) na nagsasabing kailangan dumaan sa Caloocan City Personnel Selection Board (CCPSB) ang mga sinasabing bakanteng posisyon.

Napag-alaman na ang pagtatatag ng CCPSB ay aprubado ng Sangguniang Panglungsod base na rin sa isang resolusyon na may numerong 1958 series of 2011 na ang tungkulin ay tumulong sa pagsala sa mga kukuning empleyado para sa bakanteng posis­yon.

Noong August 5, 2011 ay itinalaga ni Erice sina Ma. Pilar Afan bilang clerk II, Rosemarie Angeles bilang storekeeper I at Eugene Lazir Mangaliman bilang audio visual equipment operator 3 na pawang may permanent status at sasahod ang mga ito ng P114,432.00 per annum.

Ayon pa sa appointment papers ni Erice na ang tatlong naturang empleyado ay dumaan sa screening ng CCPSB at kuwalipikado umano ang mga ito samantalang hindi naman dumaan sa tamang proseso ang pagtatalaga sa mga ito.

“The offense of falsification of official documents under Article 171, paragraph 2 and 4 of the Revised Penal Code was committed when Edgar R. Erice, taking advantage of his position as City Vice-Mayor of Caloocan, caused it to appear that we, as members of the CCPSB, have participated in the screening and evaluation of the qualifications of Eugene Lazir Mangaliman, Ma. Pilar Afan, and Rosemarie Angeles, when we did not in fact so participate therein for the reason that the CCPSB did not ever convene nor found these persons qualified for the positions to which they were appointed by Edgar R. Erice,” nakalagay pa sa reklamo nina Ramirez, Abustan at Garcia.
