LLRP contract balido - Law dean

MANILA, Philippines - Balido umano ang kontrata para sa P18.7-bilyong Laguna Lake Rehabilitation Project (LLRP) na nilagdaan kasama ang kumpanyang Belgian na Baggerwerken Decloedt En Zoon (BDC) at obligado ang administrasyon na isagawa ang mga tungkulin nito na ipatupad ang proyekto.

Sinabi ni Dean Abraham Espejo ng College of Law ng New Era University (NEU) na nirebisa niya ang kontrata at nahihiwagaan siya kung bakit hindi ipinatutupad ang proyekto.

“President Aquino is getting wrong advice,” sapantaha niya.

“The cancellation will have an international impact and could have negative effects on the Aquino government,” dagdag ni Espejo.

Ayon kay Dimitry Detilleux, BDC area manager for North Asia, gumugol na ang BDC ng P400 milyon para sa proyekto, at P150 milyon na ang nagasta para sa drilling, hydrological studies at environmental assessments. Para lamang sa laboratory, gumastos na ang BDC ng P60 milyon.

Binigyang-diin naman ni UP College of Law Dean Froilan Bacungan na ang kasunduang nilagdaan ay bahagi ng isang executive agreement at ang mga nakuha nang loans ay “sovereign debt.”
