Rama gidepensahan labot sa OIC sa City Assessor’s Office nga way lisensya

CEBU, Philippines - Ang pangulo sa Human Resource and Development Office (HRDO) midepensa sa desisyon ni Cebu City Mayor Michael Rama pagtudlo sa Officer-In-charge sa City Assessor’s Office, nga di license real estate appraiser.

Matud ni Atty. Dominic Diño sa Banat News nga dili kinahanglan ang maong lisensya ni OIC City assessor Atty.  Ferdinand Cañete alang sa maong katungdanan kay matud pa ni Diño, “It’s not an appointment but rather an assigment based on his (Cañete) acting capacity.”

Si Cañete usa sa mga abogado sa City Legal Office sa wa pa siya natudlo isip OIC city assessor.

Matud ni Diño nga adunay katungod ang mayor pagtudlo sa bag-ong pangu base sa nakalatid sa Civil Service Commission (CSC) Omnibus Rules on Appointments and Other Personnel Actions.

“In the absence (head), the mayor can assign personnel whom he has trust and confidence with considering that he (Cañete) is qualified for the position,” matud ni Diño.

Matud ni Diño nga mandatory nga ang licensed appraiser adunay lima ka tuig nga experience sa real property assessment work subay sa gimandu sa CSC.

Ang Bureau of Local Government Finance (BLGF) maoy mutudlo sa City assessor, city treasure ug city accountant.

Dugang ni Diño nga si Cañete usa lamang ka OIC hinungdan dili kini kinahanglan og lisensya. Matud ni Diño ang katungdanan ni Cañete kay mo "oversee"  sa Assessor's office ug dili authorize mo pirma sa mga dokumento sama sa tax declaration.

Matud ni Diño nga si Rama mi-implementar og revamp basi sa CSC’ “job rotation”. “Designation is merely an imposition of additional duties to be performed by a public official which is temporary and can be terminated anytime at the pleasure of the appointing authority,” nakalatid sa Rule III, section 7 (e) sa CSC law.

Matud ni Diño nga ang CSC lamang ang ilang gibasehan nga balaod sa pagpatuman sa “job rotation”.

Kahinumduman nga si Rama mi-implementar og revamp sa iyang mga department heads niadtong January 2. Ang mga department heads gihatagan og tulo ngadto unom ka buwan nga probationary period. (/EIM)(BANAT NEWS)
