Pagbuo ng batas na may boses ng publiko, inihain ni Guingona

MANILA, Philippines –  Muling inihayin ni Senator Teofisto Guingona III ang panukalang hinahayaang makilahok ang publiko sa paggawa ng batas sa pamamagitan ng internat at ng information and communication technology.

"Crowdsourcing is an expression of the belief that despite our geographical separation, people can still participate in national affairs through the borderless world of the internet," pahayag ni Guingona ngayong Huwebes tungkol sa kanyang inihaing Senate Bill No. 73 o ang Crowdsourcing Act of 2013.

Layunin ng batas na makapagkomento ang publiko sa mga panukala sa pamamagitan ng email at ng internet. Magkakaroon din ang publiko ng kopya ng mga nakabinbing panukala sa Senado at House of Representatives.

"Laws are expressions of the people's dreams, goals and vision. Thus, elected legislators do not necessarily have the monopoly of the processes of determining what policies are good for the nation. A wider public participation in the legislative process will ensure that the nation's policies truly reflect the needs of our constituents," dagdag ng senador.

Nitong linggo ay naghain si Sen. Mirian Defensor-Santiago ng Magna Carta sa Philippine Internet Freedom (MCPIF),  kung saan sinabi niyang ito ang magiging kauna-unahang batas na magagawa sa pamamagitan ng crowdsourcing.

Sinabi ng Senadora na isang grupo ng mga netizens na kinabibilangan ng mga software designers, IT specialists, academics, bloggers, engineers, abodado, human rights advocates ang lumapit sa kanya na may dalang balangkas ng MCPIF.

Aniya nabuo ang MCPIF sa diskusyon ng mga indibidwal sa Facebook group, email, Google Hangout teleconferences, at social media channels tulad ng Twitter.
