Napolcom flags lapses in Naga road crash probe

MANILA, Philippines — The office of the National Police Commission (Napolcom) in Bicol has found procedural lapses and neglect in the investigation of a vehicular accident in Naga City that killed a teacher on Sept. 20.

The Napolcom-Bicol said that police investigators failed to secure statements from material witnesses, submit key documents and closed-circuit television footage during the inquest, conduct field sobriety and alcohol breath tests, and file the case within the proper period.

The agency discovered that the unregistered vehicle involved in the crash was released while investigation was ongoing.

The Napolcom said police supervisors failed to properly review the case and discipline personnel who were reportedly seen having a drinking session inside the police station.

Case investigator S/Sgt. Jaymar Sierra is facing a probe for possible grave neglect of duty and incompetence.

Sierra’s supervisor, Capt. Sarah San Buenaventura, is being investigated for possible grave neglect of duty based on command responsibility.

Col. Rizaldy Caballero, acting Naga police chief, will face appropriate administrative action based on the findings, the Napolcom said.
