Low registration rate for Libya's constitution assembly election

TRIPOLI (Xinhua) - Libya's voter registration for the constitution assembly reached only 286,000, the chairman of the Libyan High National Electoral Committee said when the process ended Saturday evening.

Nuri Alabbar, the chairman of the committee, said the low rate reflected the Libyan people's reluctance to participate in the election of the assembly.

In July 2012, a large number of Libyans cast votes in the election of the parliament, as they were called for the first time to make their political choice after the end of the 42-year former regime.

He said the Libyan people might be frustrated at the interim government's failure to implement an effective security plan for the country even after elections of the parliament.
