The town of Asturias, Cebu was formerly a village of Balamban. It was the founding father of Asturias, Cebu, Don Eugenio Alonso that initiated the creation of the town by combining the barrios of Naghalin and Bagacawa (now Barangay Sta. Lucia).
The creation of the town of Asturias was approved on February 8, 1871. The town is named after a province in Spain. The patroness of Asturias is the Lady of Sta. Lucia.

Another famous lawyer son of Asturias is Justice Regalado Estrella Maambong though born in Sta. Fe, Cebu grew up in Brgy. Sta. Lucia, Asturias. Regalado became a lawyer on February 23, 1962. Atty. Regalado brought honor to Asturias by becoming a member of the Regular Batasang Pambansa in 1984, Member of the 1987 Constitutional Commission, COMELEC Commissioner and Justice of the Court of Appeals.
The son of Justice Regalado, Victor A. Maambong became a lawyer on April 28, 1989. Victor rose to prominence in local politics when elected as Member of the Provincial Board of the 6th Congressional District of Cebu.
