Clotildo S. Rosal St., Cebu City

It is the street in Barangay Lahug, Cebu City, formerly known as Sampaguita Street. It is named in honor of Clotildo S. Rosal, a member of the municipal board of Cebu, when Cebu was yet a municipality.

C.S. Rosal was Councilor of Cebu from 1919 to 1925. Councilor Rosal was chairman of the Committee on Budget and Appropriation. He was also an active member of the Committee on Police Matters and Committee on Appraisal and Assessment. While being a member of the municipal board he participated in the deliberations with zeal and candor.

Cebu's political patriarch Don Sergio Suico Osmeña Sr. who became President of the Philippines after Manuel L. Quezon died appointed C.S. Rosal in 1945 as acting assistant in the Office of the President of the Commonwealth. Rosal was assigned at Cebu's Provincial Governors Office. This was during the governorship of Fructuoso Barte Cabahug (the brother of Governor and Secretary of the Department of National Defense Sotero B. Cabahug). Rosal was later appointed auditor in the Supply Division, U.S. Army.

A descendant of Councilor Clotildo S. Rosal, Lourdes Velez Rosal married Ramon Torralba, a military doctor, a street in Apas is named after him.

The Cebu City Council on June 20, 1977 enacted City Ordinance No. 971 renaming Sampaguita Street in Barangay Lahug as Clotildo S. Rosal Street. It was Vice Mayor Ronald Duterte who sponsored the passage of the street renaming ordinance. Ronald Duterte, a son of Ramon Duterte, both lawyers, also both became mayors of Cebu City. A street in Barangay Guadalupe and a school in the same barangay were named after Ramon Duterte.

During the passage of the ordinance, Ronald R. Duterte was the City Council's President Pro Tempore. At that time the Presiding Officer was the City Mayor, Engr. Eulogio Enriquez Borres.

The floor leader of the City Council that approved the ordinance was Bienvenido B. Tudtud and its assistant floor leader was Emilio Rm. Jaca.

The members of the City Council at that time were Edgar C. Abelgas, Pablo U. Abella (a physician and a street that traverses Barangay Labangon and Barangay Guadalupe is named after him), Arturo L. Abellana, Emilio E. Alcoseba, Raymundo A. Crsytal (a lawyer, helped in the creation of the Cebu City Zoo and was active in the Boy Scout Movement), Jose V. Cuenco (who became OIC Mayor of Cebu City after the 1986 EDSA Revolution), Jesus S. Gabuya, Maximino Lazarte (in 2014 a street in Barangay Parian was renamed after him), Guadalupe O. Mansueto, Telesforo Rabaya, Fernando G. Rama (father of Mayor Michael L. Rama and son of Don Vicente Rama), Franklin Seno, Emeterio L. Sapapo, Mario R. Veloso, and Bernardo S. Zamora.

The City Council in its resolution renaming the street to C.S. Rosal said that it is the policy of the administration to honor and perpetuate the memory of distinguished citizens of the City who have made notable contributions to its development and progress.

Accordingly, the City Council said that C.S. Rosal in the public and private offices he had held, conducted himself in an irreproachable manner, leaving an imprint for his successors to emulate.

The ordinance was approved on June 22, 1977 by Mayor Eulogio E. Borres. Atty. Pompio A. Paradiang was the City Council's Secretary while Pablo S. Tinga was Secretary to the Mayor.
