Isn't it tragic that we have been living under a pretentious government, making us believe that the financial condition of the Cebu City government is exaggeratedly well yet the 2013 financial statements mark the third year in a row of receiving an adverse opinion by the Commission on Audit? If management and financial reporting were a basketball game, the city of Cebu would be a grand slam sore loser.
The Commission on Audit, from 2012 to 2014, in its audits of the 2011, 2012, and 2013 financial statements, has opined that the financial statements do not present fairly, in all material respects, the financial position of the city government of Cebu as of December 31, 2013 and of its financial performance and its cash flows for the year then ended in accordance with Philippine Financial Reporting Standards. In all the full years that the Honorable Michael Rama has been mayor of this city, the financial position, performance and even the cash flow of the city have all been a blur due to the material misstatements in the financial statements.
Shouldn't be people talking about this major disgrace and disappointment under the administration of Mayor Rama? Should we remain dismissive of the fact that he cannot, in a period of three years, keep the financial condition of the city in order? To any manager, financial statements tell the health of an organization. How long can we afford a government that is not in shape and totally out of order?
