CCTV measure gains positive public reaction

CEBU, Philippines – A measure that seeks to require business establishments and schools in Lapu-Lapu City to put up a video surveillance system earned the nod of concerned stakeholders.

In a public consultation at the city session hall yesterday, representatives from business and academe sectors agreed to the proposed "CCTV/Video Surveillance System Ordinance of Lapu-Lapu City."

The proposed regulation aims to provide a deterrent to crimes and vandalism, as well as help identify law offenders.

Association of Barangay Councils president Jose Dungog reiterated the importance of CCTV devices in helping solve and fight crimes.

Dungog said if the proposed ordinance is approved, department stores and shopping malls; schools, gasoline stations, pawnshops, money couriers and changers; fast-food establishments and restaurants; and car dealership and lending institutions will be required to install CCTV cameras in their premises.

Also required are other similar establishments such as game and amusement centers that are PAGCOR-registered, bars, health clubs, as well as spa and massage parlors, hotels and pension houses, private subdivisions and convenience stores.

Daniel Pepito, head of security for a pharmacy joint, hopes that the proposed ordinance will be passed, saying unscrupulous people are just waiting for the perfect time to carry out their evil intentions.

"Adbokasiya gyud na namo. Part gyud na namo sa security measures kay kining mga sindikato, mga 'professional' shoplifters, grabe man na kay naa man sila'y mga connection (That's our advocacy. That's part of our security measures because syndicates and shoplifters are sometimes related)," Pepito said.

During the consultation, Maribago Barangay Captain Joseph Pangatungan suggested that CCTV cameras be placed in strategic areas and that concerned establishments should hire personnel to oversee the videos recorded.

Lawyer Ethelbert Ouano of the City Legal Office said the city government is pushing barangays to install CCTVs since business establishments in their areas are registered with the city.

Dungog said the positive response elicited from yesterday's consultation, together with the suggestions gathered, will form part of the implementing rules and regulations. (FREEMAN)
