Council to city engineers: Involve CT-TODA in decisions

CEBU, Philippines - The Talisay City Council is reminding the City Engineering Office to strictly observe the traffic code ordinance involving the City of Talisay-Traffic Operation Development Authority prior to the issuance of building permits to any development that may affect the traffic situation in the city.

Councilor Danilo F. Caballero, who is the co-chairs the Committee on Peace and Order, said during the regular meeting of the City Peace and Order Council, it was brought up that the traffic office has not been involved, even notified, in whatever development done along the roads in the city.

According to Caballero, the involvement of the CT-TODA in the process prior to the issuance of building permits, particularly on matters relative to the entry and exit points of an establishment, is vital to anticipate and effectively manage the traffic situation in the city.

"If dili mapahibalo ang CT-TODA, it will have a direct impact on the worsening traffic situation in the city," Caballero said.

Section 65 (d) of the 4th SP Ordinance Number 2012-09 provides the restrictions and prohibitions in the construction of streets, road right-of-way, sidewalks, and arcaded streets.

The provision also states that there should be involvement from the CT-TODA in the issuance of building permits applicable to any development being done along the roads of the City of Talisay that may affect its traffic situation.

This includes all existing and proposed gasoline station, which they must submit their site development plans for driveway entrance for approval by the CT-TODA Council and all building constructions shall conform to the schedule of road details and the grade and elevation of concrete curb and gutter shall be established by the Office of the Building Official with the conformity of the CT-TODA. — Garry B.
