CEBU, Philippines - Talisay City Councilor Richard Francis Aznar lashed out the executive branch for entering into a contract with contractors reportedly without the permission of the city's entire legislative body.
Aznar, who is the majority floor leader, said there were projects that have already been implemented; however, the resolution backing them has not yet been reportedly passed.
The city council learned about the transactions only when separate committee report was raised in a session.
The said transactions reportedly had Mayor Johnny De Los Reyes enter a contract with the winning bidder on the repair and improvement of seawall and rehabilitation of the city hall building for its interior, roofing, lamp and skylight.
The resolution that will supposedly support the mayor's move was filed by Councilor Edward S. Alesna, who is the chairman of the Committee on Appropriation, Budget Management and Ways Means.
"These projects are already accomplished and done," Aznar said.
Aznar's observation was supported by Vice Mayor Romeo Villarante and City Councilor Doroteo Emit.
Villarante, the council presiding officer, already instructed the Office of the City Secretary to inform the mayor in writing that he should first obtain the approval of the city council before entering into contracts to avoid legal problems in the future.
The rehabilitation projects were done through an alternative mode of procurement, which is the negotiated procurement, in accordance with Rule XVI of R.A. 9184. (FREEMAN)
