Today, Talisay SP to meet for special session

CEBU, Philippines - Talisay City Councilor and Majority Floor Leader Richard Francis Aznar yesterday confirmed that the Sangguniang Panlungsod will hold a special session today to tackle the proposed 2014 annual budget. 

Aznar said the city council headed by Vice Mayor Romeo Villarante has already deliberated the budget with department heads, including discussed the prioritization of projects to be financed by the 20 percent development fund. 

He said the 2014 annual budget is expected to be approved. 

Mayor Johnny De los Reyes submitted a proposed budget in the amount of P629,854,451.09 for the expenditures under the General Fund, 20% Development Fund, Talisay City College, Waterworks Operation, Market Operation and Slaughterhouse Operation, respectively for the expenditures to be incurred up to December 31, 2014. The expense category is distributed as follows: P142,334,613.76 for personal services; P283,590,380.32 for maintenance and other operating expenses; P21,059,626.10 for plant, property and equipment; P108,946,398.71 for non-office expenditures; and P73,913,432.20 for development fund.

De los Reyes said the budget which is focused on “emerging issues and concerns” in the city includes the new position created in the office of the Sanggunian Panlungsod; the position created under the General Services Office; the position created Assistant City Government Department Head of City Budget Officer; the position created Assistant City Government Department Head under the Office of City Civil Registrar; the position created Attorney II under the Office City Legal Officer. 

Also included is the financial assistance to the 22 barangays in the amount of P2 million. 

The mayor also prioritizes the restoration of vital ecosystems through sustainable environment management, re-greening urban agriculture and cleanliness and beautification programs; health, wellness and education programs for the reduction of poverty; and infrastructure projects. â€“ (FREEMAN)
