Naga officials and employees

CEBU, Philippines - Naga City officials and employees have attended a seminar on Strategic Performance Management System (SPMS) after the city received approval to conduct it from the Civil Service Commission (CSC). 

The activity is in line with CSC Resolution Number 1200481 promulgated in March 16, 2012 issuing guidelines in the establishment and implementation of agency SPMS and Executive Order No. 80 which directs the adoption of a performance-based incentives system for government employees.

CSC Service Resolution Number 1200481 states that all agencies should have a CSC approved SPMS by January 2015. 

As a result, all performance-based Human Resource movements and /or developments and interventions such as promotion, scholarship, training, and all salary increment shall be based on a CSC approved SPMS.

It further stated that the absence of an agency SPMS will be a ground for the forfeiture of the grant such as incentives and personnel actions.

Accordingly, by January 2015, all performance based human resource movements and developments /interventions such as promotion, scholarship, training, rewards and incentives shall be solely based on this new system.

During its initial implementation, an orientation on the new SPMS was conducted to all employees.

This was to promote awareness and interest on the system; generate employees’ appreciation for the agency SPMS as a management tool for performance planning, control and improvement; and guarantee employees’ internalization of their role as partners of management and co-employees in meeting organizational performance goals.  (FREEMAN)
