Mandaue PWD leaders to get higher allowance
CEBU, Philippines — Chapter presidents of Persons with Disabilities (PWD) organizations in Mandaue City can expect their monthly allowances to double this year following the Mandaue City Council’s approval, on first reading, of proposed ordinance granting a ?4,000 monthly honorarium to each of the 31 chapter presidents of local PWD organizations. Currently, each chapter president receives ?2,000 per month.
Councilor Jimmy Lumapas, chairperson of the Committee on Social Services, told reporters yesterday, April 28, 2025, that the ordinance responds to a board resolution requesting the Office of the Mayor to increase the allowance for PWD leaders, especially in light of the rising cost of living.
Based on a certification from the City Budget Office, about ?1.4 million will be allocated to support the 31 chapter presidents. Lumapas said the increase would help PWD leaders fulfill their roles more effectively.
He emphasized that chapter presidents carry many responsibilities, including reaching out to their members. Support for transportation, food, and other necessities is essential, especially when visiting bedridden PWD members.
According to the proposed ordinance, the city recognizes the vital role, contributions, and active involvement of the PWD sector in advancing nation-building and promoting Mandaue’s development.
“This amount aims to bolster support for persons with disabilities, particularly for their food and transportation expenses when attending meetings related to the welfare of their organizations,” Lumapas said.
The 31 chapter presidents, who make up the Federation for the Welfare of Persons with Disabilities in Mandaue City (FWPDMC), represent 27 barangay-based organizations along with four specialized groups--the Mandaue Blind Association, Women with Disability, Mandaue City Federation of the Deaf, and Parents of Children with Disability Association.
Once approved on second and final readings in upcoming regular sessions, the new honorarium will take effect immediately and continue annually unless amended.
Lumapas clarified that the ?4,000 honorarium is separate from the financial assistance provided to individual PWDs in the city. Chapter leaders will still be entitled to an additional ?8,000 per year as financial assistance for PWDs. — (FREEMAN)
