CPA deploys 23 K9 units to beef up port security
MANILA, Philippines — In anticipation of the surge in travelers during Holy Week, the Cebu Port Authority (CPA) will deploy 23 newly funded K9 units trained to detect explosives and illegal drugs at port terminals across Cebu City.
The CPA’s decision to independently fund these units reflects a long-term commitment to bolstering port security, especially during national holidays and major events.
The deployment will officially begin on April 15, coinciding with the launch of “Oplan Biyaheng Ayos sa Holy Week”.
According to CPA Information Officer Mary Knoll Lague-Bolasa, the program will run until April 20, with enhanced security operations starting as early as this Sunday.
“Sugod sa Dominggo, ang atong deployment sa additional port police and security officers magsugod,” Bolasa said.
Of the 23 K9 units, 16 are bomb-sniffing dogs, and seven are trained to detect narcotics. They will be stationed at strategic locations, particularly Cebu’s main port. Two patrol boats will also be deployed for waterside security.
CPA expects passenger traffic to reach around 400,000 this year, significantly higher than the 320,000 recorded during Holy Week 2024. To manage this increase, CPA is tightening access controls and implementing strict entry regulations.
A total of 400 security officers will be deployed across the 16 seaports managed by CPA in Cebu province to ensure 24/7 surveillance and public safety.
Bolasa stressed that only passengers with confirmed tickets and valid identification will be allowed entry.
“No Ticket. No ID. No Entry Policy,” she emphasized, citing overcrowding and security concerns.
She also warned the public against bringing sharp weapons, firearms, or alcoholic beverages. Additional personnel will be assigned to enforce these rules and maintain order.
CPA further cautioned travelers to beware of ticket scalpers, who often double ticket prices during peak seasons. The agency is coordinating with the Waterfront Police Station to increase visibility and crack down on illegal ticket sales.
Bolasa urged passengers to buy tickets only through legitimate outlets.
In addition to Holy Week preparations, CPA is also gearing up for the upcoming midterm elections, during which “Oplan Biyaheng Ayos” will once again be activated.
As Holy Week approaches, CPA advises all passengers to arrive early, safeguard their belongings, and strictly follow port protocols to ensure a safe and hassle-free journey.
Meanwhile, the Department of Transportation (DOTr) and its attached agencies have also intensified efforts to ensure passenger safety and comfort during the Holy Week rush, as millions of Filipinos and foreign tourists are expected to travel nationwide.
Transportation Secretary Vince Dizon met with key government agencies to coordinate security and operational measures.
“Last week, nagbigay ng direktiba ang Pangulo na habang papalapit ang Semana Santa ay kailangan ang mga ahensiya ng gobyerno na siguraduhin na ang mga kababayan na bumiyahe ng safe at comfortable,” said Dizon, following his inspection of the Ninoy Aquino International Airport (NAIA).
He was joined by Tourism Secretary Ma. Cristina Frasco, Migrant Workers Secretary Hans Leo Cacdac, New NAIA Infra Corp. GM Lito Alvarez, and Manila International Airport Authority (MIAA) GM Eric Ines.
Dizon emphasized that the DOTr aims to make travel experiences smooth for Overseas Filipino Workers (OFWs), local passengers, and tourists alike.
“Unang-una yung bilis—kailangan mawala na yung mga pila for both arriving and departing passengers,” he added.
Land Transportation Office (LTO) Assistant Secretary Atty. Vigor D. Mendoza II has directed all regional directors to implement proactive road safety measures.
“My instruction is more on proactive measures through visibility in major thoroughfares for assistance and law enforcement, and the conduct of random and surprise inspections on bus terminals to ensure the road worthiness of passenger buses,” Mendoza said.
He also stressed the importance of the physical and mental fitness of drivers and conductors.
“Kailangan din natin matiyak ang mental and physical readiness ng mga driver at konduktor kaya kung kinakailangang magsagawa ng random and surprise drug testing ay gagawin natin,” he added.
LTO personnel will also be deployed near seaports and airports, with coordination from local governments to ensure an organized security rollout.
Mendoza reminded motorists to check their vehicles before long drives and to remain patient in traffic.
“At ang lagi po nating bilin, magbaon ng pasensya dahil asahan natin ang traffic. Hindi makakatulong ang galit o road rage sa ating nakaplanong maayos na biyahe,” he said.
