Angara reminds schools: No collection policy

CEBU, Philippines — Education Secretary Sonny Angara has reminded school officials, both public and private, that selling tickets and collection of school contributions are prohibited.

In a memorandum issued on August 2, 2024, Angara stressed the  no collection policy  in all public elementary and secondary schools based on the Republic Act No. 4206 or  An Act Prohibiting the Sale of Tickets and/or the Collection of Contributions for Whatever Project or Purpose from Students and Teachers of Public and Private Schools, Colleges and Universities," as amended by RA 5546.

Angara said that any collection of fees from learners during the enrolment period and at any time during the school year is illegal.

The sale of tickets and/or the collection of contributions in any form whatsoever, by any person for any project or purpose, whether voluntary or otherwise, from school children, students and teachers of public and private schools, colleges and universities is also prohibited.

The prohibition, however, does not cover membership fees in Red Cross, Girl Scouts of the Philippines, and Boy Scouts of the Philippines. Such prohibition also does not cover the contributions of parents and other donors for the support of barrio high schools.

 This Order hereby underscores the policy that sales of tickets and/or all forms of contributions, voluntary or otherwise, are prohibited except for the instances provided under RA 4206, as amended,  Angara s memo reads.

 Section 2, RA 4206, as amended, provides that non-compliance with the aforementioned prohibition shall be penalized with a fine or imprisonment for not more than one month, or both, in the discretion of the court,  it added.

All regional and schools division offices have also been instructed to establish their respective monitoring mechanisms and ensure the continuing compliance of schools in line with the said prohibition.
