City Council asks DMDP: Release youth workers’ pay

CEBU, Philippines —  The Cebu City Council has requested the Office of the City Mayor through the Department of Manpower, Development and Placement (DMDP) to fast track the processing and release of salaries of the beneficiaries under the Special Program of the Employment of Students (SPES).

Councilor Nestor Archival Sr. sponsored a resolution regarding the matter which was approved by the council.

“Complaints have reached this representation's office that up to date the beneficiaries under Batch 3 have not yet received their respective allowance for the services they rendered,” said Archival.

Archival said the immediate processing and release of their salaries is necessary for the beneficiaries, considering that face-to-face classes are scheduled to resume this coming school year.

He said a budget is allocated for the salary of the beneficiaries of SPES, which was initiated by the city government through the DMDP.

The SPES is the Department of Labor and Employment’s youth employment-bridging program.

It aims to provide temporary employment to poor but deserving students, out-of-school youth, and dependents of displaced or would-be displaced workers during summer and/or Christmas vacation or any time of the year to augment the family’s income to help ensure that beneficiaries are able to pursue their education.

The qualifications to be part of such program include students or out-of-school youth (OSY) at least 15 but not more than 30 years of age; combined net income after tax of parents, including his/her own, if any, does not exceed the regional poverty threshold; students must have obtained a passing general weighted average (GWA); and OSY must be certified by the local social welfare and development office (SWDO) as OSY. — GMR (FREEMAN)
