CH to bid out P232 million heavy equipment today

CEBU, Philippines — The Cebu City government will hold a public bidding today for the procurement of 21 units of compactor trucks amounting to P232 million.

Cebu City Bids and Awards Committee (BAC) head Ronaldo Malacora said the public bidding, which was supposedly set for March 12, was rescheduled after Mayor Tomas Osmeña ordered to change the specifications of the equipment to be procured.

“Naa’y gipausab si mayor. Kalimot ko basta about sa specs sa sakyanan,” he told The FREEMAN.

This is the second time that the city government holds a public bidding to buy brand new equipment for garbage disposal. The first bidding was held in February where Hino Motors was declared the winning bidder.

The mayor, however, did not sign the notice of award and ordered a rebidding instead because he wanted more suppliers to participate. All interested suppliers are required to submit the bidding documents for evaluation today.

Under the bidding rules, the Technical Working Group (TWG) will first open the documents of the supplier to determine the lowest price. But Malacora emphasized that being the lowest bidder is not a guarantee because the supplier needs to comply all the necessary documents like financial, legal and technical.

A post-qualification will be conducted by the members of TWG within a period of two to three weeks to scrutinize all the documents. In today’s public bidding, Hino Motors, Jomara Equipment Corporation, and RDAK Transport Equipment Inc. are expected to join.

Malacora said the winning supplier is expected to deliver the units within 60 to 90 days.

The city government decided to buy new equipment needed for garbage disposal to save cost in hauling expenses. Since October 2016, the city government had spent P133.7 million for the rentals of 21 units of heavy equipment. — FPL (FREEMAN)
