Man nabbed while applying for police clearance

CEBU, Philippines — A man who has a pending warrant of arrest for murder was arrested while processing his police clearance at the Lapu-Lapu City Police Office yesterday.

 

Suspect Nixon Familiar Capangpangan, 40, was arrested after a check on the police data base showed that he has a pending arrest warrant dated October 3, 2013 issued by Judge Victor Tieves Sr.

"Mga 9 a.m., nikuha siya'g police clearance diha sa pikas. Then, pag-check didto nakita nga naay at large nga kaso. Ang naka pangan lang didto is Nixon Capangpangan," Police Officer 3 Niño Mancaw said. (He requested for a police clearance at 9 a.m. and it was found that he has pending case.  The name on the warrant is Nixon Capangpangan.)

Mancaw asked Capangpangan about it and he admitted that he has a case but he already posted bail.

Mancaw requested Capangpangan to produce his release order and at 11 a.m., they got the document from Capangpangan's wife.

However, the release order was for another case which was direct assault.

He said that the wife went to the Regional Trial Court Branch 54 and came back at around 4 p.m. after finding out that Capangpangan’s attempted murder case was archived, which means it was not heard and the warrant was not served.

"Since archived ang kaso, meaning good to serve ang warrant," Mancaw. (Since the case was archived, we can still serve the warrant.)

Capangpangan was arrested at 4:20 p.m.

Capangpangan had to get a police clearance for him to get his deposit from Mactan Electric Company which needed two valid IDs. He only had one ID.

He said he has no knowledge of the attempted murder case filed against him.

"Ilang gikarga nga wa mi kahibaw, wala mi knowledge. Wa mi padad-a og subpoena," he added. (I don’t have an idea.  I have not received as subpoena.)

Capangpangan, a father of three, said his family is looking for ways to pay the P120,000 bail.

Capangpangan said that on February 4, 2004, his friend mauled a traffic enforcer and he was implicated.
