DOT tells Cebu to craft tourism zoning ordinance

CEBU, Philippines — In a bid to prevent accidents, the Department of Tourism in Central Visayas has called on the Cebu provincial government to come up with a zoning ordinance for tourist destinations.

DOT-7 Regional Director Shahlimar Hofer Tamano has expressed concern over potential threats of the mixed tourism activities, especially in the seas.

For instance, he said a group of divers and snorkelers all in one place may be at risk of hitting one another or the banca's propeller.

It can be recalled that a 54-year-old tourist from Hong Kong died after his head was hit by a propeller of a motor banca off the waters of Apo Island, Negros Oriental, a popular diving spot, last February.

Tamano suggested that there should be designated areas solely for snorkeling and diving.

Cebu Vice Governor Agnes Magpale, who also heads the Provincial Tourism Council, welcomed DOT-7’s suggestion.

“Correct baya si director ana. Nakita gyud sya sa pagtuyok sa whole region,” she said.

The vice governor said the Provincial Board members will look into possible amendments to the Provincial Tourism Code (PTC) to incorporate the suggestion of Tamano.

“That is a legislative process. I still have to consult (with the experts),” Magpale said.

The PTC was passed in mass motion last year after three readings. The ordinance emphasizes on local guides, fight sex tourism, and intergovernmental cooperation.

Moreover, Tamano said the department will continue with its training initiatives for local tour guides across the region to ensure the safety and security of guests.
