Collection officer sacked from service

CEBU, Philippines – The Office of the Ombudsman-Visayas has dismissed a revenue collection officer of Mandaue City for repeated and deliberate delay in remitting collections.

Deputy Ombudsman Paul Elmer Clemente found Glenn Ouano of the City Treasurer’s Office guilty of serious dishonesty and grave misconduct.

Aside from dismissing him from service, the Ombudsman also cancelled Ouano’s civil service eligibility and disqualified him from holding public office.

“Respondent, as local revenue collection offi-cer has direct custody and control of accountable forms and money … his intent to commit material gain, graft and corruption is demonstrated from the unreasonable delays in remitting his cash collections,” the Ombudsman’s press release reads.

Ouano was found to have “repeatedly and deliberately delayed” the remittance of collections from two to four months from October 2011 to November 2012.

Ouano’s lack of action, Clemente said, was a “telltale sign that he had used the money he collected.” — Mylen P. Manto/JMO (FREEMAN)
