P250M equipment supply awarded to highest bidder

CEBU, Philippines - The Cebu provincial government has awarded the supply of brand new construction light and heavy equipment worth P250 million to the highest bidder that earlier failed in the bidding process.

Governor Hilario Davide III approved the Bids and Awards Committee (BAC) Resolution No. 0217 recommending for the award of the contract to ConEquip Philippines, Inc.

The resolution was signed by BAC chairman Mark Tolentino, vice chairman Jone Siegfred Sepe, members Hector Jamora, Alma Sibonga and Donato Villa Jr. and approved by Davide.

Davide also signed the undated Notice of Award addressed to Ralph Clinton Tio, the managing director of ConEquip Philippines, Inc.

The procurement documents are now with the Sangguniang Panlalawigan Ad-Hoc Committee-Review of BAC Documents chaired by Board Member Grecilda Sanchez for inclusion in the agenda of the SP session for authority of the governor to enter into and sign the contract.

Responded the invitation to bid were four bidders: Civic Merchandising, Inc., ConEquip Phils, Inc., RDAK Transport Equipment, Inc. and TKC Heavy Industries Corp.

During the opening of bids on September 7, the prospective bidders submitted their eligibility, technical and financial documents. Civic and RDAK were then declared passed and eligible.

BAC had declared ConEquip as “failed” on the ground that the technical document was incomplete since it was not notarized while TKC also did not have “end-user’s acceptance.”

BAC declared RDAK and Civic as the only bidders to have complied with the requirements. RDAK has the lowest bid price of P235,050,000 while Civic has a bid price of P237,168,000.

Civic also claimed being the only bidder that complied with Republic Act No. 8495, otherwise known as the Philippine Mechanical Engineering Act of 1998.

It also has the specifications and brands of equipment needed by the provincial government. 

The equipment include various brands of boom truck, bulldozers, dump trucks, forklift, water tank truck, excavator, wheel loader, motor grader, road roller, lift truck and 10-wheeler self loading truck

However, ConEquip and TKC filed motions for reconsideration but BAC only accepted the former and the technical and financial component and documents were opened on September 30.

It was found out that ConEquip has bid the amount of P250,600,336.

“Based on the evaluation, RDAK Transport Equipment Inc. & Civic Merchandising Inc. failed to comply some of the required specifications; on the other hand, the highest bidder which is the ConEquip Phils., Inc., comply all the required specifications needed,” read the evaluation report.
