RDC -7 to DENR-7: Hasten permits for HQPTS project

CEBU, Philippines - The Regional Development Council-7 has urged the Department of Environment and Natural Resources to expedite the issuance of relocation permits for the trees to be affected by the high quality public transport system (HQPTS) project of SM Prime Holdings Inc.

 But the DENR said proper guidelines and policies on the cutting and earth-balling of trees should be observed by the implementing agencies.

DENR-7 spokesperson Dr. Eddie Llamedo said the project proponent has to comply with the requirements.

“We recognize the resolution but we have to comply with the existing guidelines and policies. We can give our full support as long as all requirements are complied,” he said.

A copy of RDC resolution was furnished by Director Efren Carreon, of the National Economic Development Authority-7, to DENR-7 director Isabelo Montejo.

“One of the major impediments to the timely start and completion of the construction of HQPTS-related infrastructure would be securing the necessary permits from DENR to relocate trees along the proposed route,” read the two-page resolution.

Llamedo clarified that DENR is supporting the development project but it does not mean “compromising” the requirements.

“We support the project seeing its advantage in improving our road network, transfer of economic goods and services, among others but we can’t set aside the policies,” he said.

A letter-request so that an inventory may be conducted on the actual number of trees that would be affected in terms of biodiversity, carbon sequestration potential and water storage capacity; barangay resolution interposing no objection and certifications from the barangay chief and from the DPWH secretary supporting the removal of the trees are among the requirements.

A “thorough, genuine and comprehensive” public consultation with concerned stakeholders and civil society groups in the area is vital to discuss their sentiments, the importance of the project, removal of trees affected, replacement of trees to be removed or cut, and resolve potential issues that may be raised.

Llamedo said a study on the impact of cutting trees has to be done before conducting a consultation.  He said they can participate during the consultation to explain the effects of cutting trees and the trees’ role in biodiversity, water resources and combating against climate change.

Raul Pasoc, chief of Community Environment and Natural Resources Office, was already directed to closely coordinate with NEDA, DPWH and SMPHI on the compliance of the requirements.

Bohol Governor Edgar Chato, RDC chairman, said HQPTS would serve as a showcase project for the APEC transportation ministers’ summit in Cebu this October once DENR will facilitate the issuance of the permit. — (FREEMAN)
