Talisay police performance ‘below par’

CEBU, Philippines - “Below standards.”  This was how Police Regional Office-7 director Chief Superintendent Prudencio Tom Bañas described Talisay City Police Station’s efforts against illegal drugs.

Bañas said Cebu Provincial Police Office Director Senior Superintendent Noel Gillamac also hinted to him that Talisay City Police Station chief Superintendent Reycel Carmelo Dayon failed to meet his standards.

“Nag-uusap din kami, marami din kaming pinag-usapan. Si PD, as to the performance that he wants from his city and station chief of police, I think in our talk medyo wanting nga sa kanyang standard ang chief ng Talisay,” Bañas said.

But he said it is not his job anymore to “micro-manage” the region and would want to leave Dayon’s performance to his immediate superior.

“That is not my work anymore, that is the work of his immediate superior; if his immediate superior is satisfied with his work then he is answerable to me,” Bañas said.

He said he will act on it based only upon the recommendation of the provincial director. 

“I will base it on his recommendation. I will not micro-manage the region. I have my senior officers that will supervise their subordinates,” he said.

Dayon, for his part, admitted that their anti-illegal drug operation is below standards.

“Below standards gyud ang atong accomplishments sa drugs,” he told reporters.

Dayon added that the residents of Talisay City have out-populated the police officers which number around 70 only.

However, he said with just this number, they were still able to maximize their performance.

He added that he is willing to be transferred if he will be reassigned because it is the “prerogative” of the local chief executive if the later loses his trust and confidence to his police chief.

He said the trust and confidence of the police station chief comes from the mayor, while the trust and confidence of the mayor comes from the residents who voted for him during elections. — (FREEMAN)
