LTO-7 service offices did not follow ARTA

CEBU, Philippines - At least four service offices of the Land Transportation Office-7 failed to comply with the Anti-Red Tape Act.

 This was the result of the Civil Service Commission-7’s survey on at least 61 service offices of nine government agencies, including LTO-7, last year.

 “Out of 61, four failed on the run especially on their service delivery program, so we assess failure and give assistance to the concerned agency,” said Prolaine Daclan, chief personnel specialist on Public Assistance and Liaison Division of CSC–7.

She said they started doing the survey in 2011 with local government units, which was “not a good picture.”

“After the next years (2012-2013), we did a survey on separate set of offices, and for last year, we focused on the nine government agencies,” she said.

According to Daclan, three of LTO’s four service offices were initially noted with a failing mark in terms of client satisfaction while another one failed in the service delivery program.

Daclan said they provided intervention and, eventually, all service offices surveyed have passed or have complied with ARTA this year.

“After the intervention we do a resurvey, and for this year 100 percent compliant tanang government agency sa Region VII nga among na-survey, none failed,” Daclan announced.

The survey, Daclan said, aims to measure the efficiency and effectiveness among government agencies or sectors.

One of the mechanisms of ARTA, she said, is the report card survey in which CSC-7 would determine whether a certain agency has failed or passed. A researcher is assigned to conduct the interviews.

Aside from the LTO, other agencies surveyed were the Bureau of Internal Revenue, Social Security System, Government Service Insurance System, Land Registration Authority, National Statistics Office, Professional Regulation Commission, Philippine Health Insurance Corporation and Pag-IBIG. –  (FREEMAN)
