Landslide causes boulders to roll over Rocks pin quarry owner to death

CEBU, Philippines - A 50-year-old man died after he was pinned by boulders at a quarry site he reportedly owns in Barangay Basak, Compostela last Monday afternoon.

Emmanuel Parcon, 50, a resident of Barangay Poblacion died immediately after having his right limb separated from his body due to the weight of the rock that fell and hit his body.

Parcon, according to the police report, went to the quarry site in sitio Calumaran at 3 p.m.

Police Officer 3 Michael Magallon of Compostela Police Station said Parcon owns the site.

Minutes later, a landslide occurred causing the rocks to roll over towards the bottom where Parcon was standing.

A resident happened to pass by the area and witnessed what happened to the victim, prompting him to report the incident.

Magallon said the victim sustained severe injuries to the right portion of his body, which caused his death.

Alvie Ramirez of the Office of the Mayor said they will check if Parcon has a permit to operate a quarry site, although most of the quarry site owners in Compostela have the necessary permits.

 Ramirez explained that a quarry owner will not be granted a permit from the Provincial Environment and Natural Resources Office without a barangay and municipal resolution and the approval of the mayor.

Engineer Mario Bacus of the Mines and Geosciences Bureau of the Department of Environment and Natural Resources-7 said that giving the necessary quarry permits to small quarry operations lies within the authority of PENRO.  (FREEMAN)
