13 LTO-7 workers file complaint vs bosses

CEBU, Philippines - Thirteen employees of the Land Transportation Office-7 filed an administrative complaint before the Civil Service Commission-7 against their superiors for alleged “anomalous activities.”

 In a complaint, Melva Vasquez, Bernardo Borromeo, Editha Soco, Josefina Tambolero, Francisco Nailon, Carmenia Caballes, Betina Mangubat, Eduardo Adalid, Maria Deanna Grace Nosdo, Ida Mangubat, Lydia Lastimoso, Erwin Aquinde and Jenever Magdadaro alleged they were deprived of valuable information in relation to promotions by acting Regional Director Arnel Tancinco, acting assistant Regional Director Alita Pulga and Lovelien Sulib.

According to the complainants, notice of vacancies should be posted in visible places for a certain period for the employees to be properly notified.

However, they alleged that the posting was for only less than ten to five days and thatthe employees close to Tancinco were earlier informed and were able to prepare their supporting documents which deprived others to their right to apply for job vacancies.

“…complainants who did not have the material time to prepare their documents were deprived of their constitutional right to assert their rights to aspire/apply for that vacancy,” they said, adding that Pulga allegedly connived with Tancinco “by making it appear that the process and requirements were duly observed” when Sulib, Bookkeeper 1 with salary grade 8, designated as acting human resource management officer, was promoted to Transportation Regulation Office II with salary grade 15 bypassing  employees with much higher salaries.

“…to the prejudice of the complainants; they (respondents) withheld valuable information to them but give advance to their favorites thereby depriving the rights of complainants to be promoted being employees next-in-rank,” complainants stated.

The complaint stated that the “connivance” is in violation  of Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees as well as a violation of the Civil Service Law and Rules on Appointments.

 Respondents are set to answer the allegations of the complainants.  (FREEMAN)
