CEBU, Philippines - The Civil Service Commission (CSC) now grants civil service eligibility to the members of Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan through the Sangguniang Member Eligibility.
The Sangguniang Member Eligibility covers the Sangguniang Member First Level Eligibility, which is equivalent to sub-professional, and the Sangguniang Member Second Level Eligibility which is equal to professional.
Each level has their respective requirements according to Ricardo Gabule Jr., CSC-7 personnel specialist and in-charge of the examination division, during the AGIO-7 Forum yesterday at the Philippine Information Agency (PIA)-7.
In order for a Sangguniang member to avail of the First Level Eligibility, one must have at least six years of aggregate service, and at least 72 units leading to Bachelor's Degree.
For the Sangguniang Member Second Level Eligibility, one must have nine years of aggregate service, and should have a Bachelor's Degree.
For interested applicants, one may download the form at www.csc.gov.ph and just simply follow the requirements needed to be complied with in order to avail of the civil service eligibility.
Gabule said that this is a huge opportunity for the Sangguniang Members since they will no longer take the civil service examination. Once they will decide to continue serving the government after their term, they may be employed and can use the civil service eligibility.
The Civil Service Commission issued Resolution No. 1300486 last March 6, 2013 containing the Implementing Rules and Regulations of Republic Act No. 10156 or “An Act Conferring Upon Members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility Under Certain Circumstances and for Other Purposes.†The resolution took effect last May 1.
As of now, nobody was able to avail of the eligibility yet since the CSC is still waiting for the masterlist of Sangguniang Members coming from the Department of the Interior and Local Government (DILG) to prove that the applicant is a legitimate member of the Sanggunian, through the certification also issued by DILG.
Aside from complying with the requirement, the applicant will also pay P200 for the evaluation and P300 for the processing fee.— (FREEMAN)
