Grave misconduct raps for jail officer

CEBU, Philippines - The Bureau of Jail Management and Penology has found probable cause to administratively charge Jail Officer 3 Donald Ramas for grave misconduct after he gunned down Jail Inspector Anaclito Dusaran and injured Jail Officer 2 Maria Milamid Abella.

The said investigation was made by Senior Insp. Noel Ybarsabal. The case has already been submitted to the regional office yesterday and will be forwarded to the national headquarters.

Superintendent Efren Nemeño, deputy provincial director for administration, said Ramas faces dismissal from the service if found guilty.

Ramas killed Dusaran after the latter refused to approve his leave of absence. Abella, who was shot twice, is still in critical condition at the Intensive Care Unit of the South General Hospital.

“Gi-abunuhan to siya ug dugo kay naigo man iyang pancreas and liver,” Nemeño said.

BJMP personnel are pitching to help Abella as her family is processing her financial benefits. The family of Dusaran also received almost P200,000 in special financial assistance from the BJMP.

Nemeño added that those who witnessed the shooting incident last Friday outside the Toledo City Jail will undergo a stress debriefing on Monday.

Nemeño added that although jail officers have to pass a series of psychological exams when they apply, sometimes these things cannot be avoided.

“Mahirap pigilan ‘yan kasi they passed exams but through the years there could be incidents in the past that might trigger them to do a crime,” he explained.

Nemeño, however, directed SJO4 Johan Alatraca, Toledo City Jail officer-in-charge, to first check the security of the inmates at the jails. He also encouraged all jail wardens to talk to their personnel frequently to address their concerns and other matters. –(FREEMAN)
