City reconsiders fate of 30 workers, Capitol has yet to decide on casuals

CEBU, Philippines - At least 30 casual employees of the Cebu City Hall initially recommended for non-renewal were reconsidered.

Meanwhile, casual workers of the Provincial Capitol are still waiting for news on whether their services will be retained.  City Hall Human Resource Development Office (HRDO) chief Atty. Dominic Diño revealed that of the 300 earlier marked non-renewed and advised not to report for duty, 30 have been so far reconsidered.

 â€œWithin the week mahuman na namo og review and re-evaluate sa mga casual,” Diño said.

To be renewed, employees must not fall under the five criteria for non-renewal and prove that they were not involved with partisan politics based on civil service rules. He added that results of the re-evaluation will then be submitted to Mayor Michael Rama who also sought the assessment and recommendation of a core group apart from the HRDO chief.

As of the moment, no individual appointments were issued since the list was released, with names which grouped according to department and office.

Diño’s office received 70 to 80 letters of reconsiderations from casual employees asking that they be allowed to continue working for the City Government.

The HRDO chief added that the initial announcement of the mayor to replace about 2,500 will likely happen but as earlier pointed out, it will not be done at the same time considering the two months and three months period of renewals signed by Rama.

Until they finish dealing with casual employees, Diño and the core group will not tackle hiring of new employees.

The core group was formed by Rama shortly after the May 13 elections to assess the casual employees.

With reports of outsourcing city government services emerging, the newly appointed department head explained they have yet to decide on the matter.

“Tan-awon pa nato kay mag meeting pa man mi sa department heads to see if effective ba sa ilaha or dili,” Diño added.

He further pointed out that outsourcing was done before specifically on garbage collection but was stopped at some point.

At the Capitol, casual employees are still waiting for news of their employment.

Governor Hilario Davide III is still reviewing papers of the employees on top of other matters he has to prioritize on his first week in office.

Yesterday, Davide said they still have to go over all the names of close to 200 casual employees plus another 400 outsourced employees.

Also, the Province’s payroll includes more than 1,000 casual employees in district hospitals.

In his inaugural speech last Sunday, Davide mentioned the need to review the hiring policy in district hospitals as part of his goal to upgrade health services in the province.

Davide said yesterday that in a recent visit to one of the district hospitals in the province, he asked a chief personnel on the current set-up of the employees.

According to Davide, he was informed that it was better to have regular employees rather than casual because of the “sense of commitment” in their job.

Davide said that they will discuss the possibility, which would also be applicable in the status of the employees in the provincial Capitol.

Further, considering that the status of the employees have yet to be decided on, the Capitol have yet to entertain as well new applicants for various positions.

But the Office of the Governor has been flooded by a number of applications.

Ronaldo “Ron-Ron” Aventurado, the zoo keeper of in the Cebu City Zoo who was bitten by a cobra last year, went to the Provincial Capitol to submit his application after he was not renewed by the City Government.  — (FREEMAN)
