Joavan in CPDRC

CEBU, Philippines - The Cebu Provincial Detention and Rehabilitation Center (CPDRC) is now the new home of Joavan Fernandez, the notorious adopted son of Talisay City Mayor Socrates Fernandez.

CPDRC acting jail warden Dennis Aliño assured that with the tight security at the jail, Joavan can no longer escape.

 â€œOur utmost concern is the security of the jail. Our facility here is very secure,” Aliño told reporters yesterday.

When Joavan arrived at the jail yesterday, inmates of the nearby Cebu City Jail clapped their hands and shouted “Bayot!”, “Ibalhin na’ diri kay among putlan og liog.” and “Balbakuwahon ka namo.” among others.

Joavan is detained at cell 118 at the second floor of the CPDRC building together with four other inmates.

The media were not allowed to enter the jail facility for security reasons.

“Ang iyang selda kay di kaayo maagian kay dia diri sa pinakauna na bahin, makita siya directly sa mga nag-duty. Limitado ang makaduol niya, although dili ni siya special cell,” he said dismissing the possibility that an inmate who may be harboring a grudge against Joavan may attack him.

Aliño said they will not be giving the mayor’s son a special treatment but he will be given special attention considering that he is a high-profile inmate being declared as Cebu’s public enemy number one after he escaped from jail last May 8.

“Ato siya tagaan og special attention while nag-assess ta sa hunahuna sa ubang piniriso, kay wa pa ta kahibaw exactly sa threat kung naa man gani kay first time ra ba niya naabot diri sa CPDRC,” the jail warden said.

Aliño revealed that inmate leaders have their own system of punishing erring inmates.

“Ang nakanindot lang kay ug unsay sala sa usa ka-inmate didto sa gawas, wala na sila’y labot diri sa sulod. Kalimtan na nila,” Aliño revealed.

Joavan may have to participate CPDRC’s Dance Program, which has become  known worldwide.

“It applies to all. As long as able ka, sayaw gyud ka. I-encourage pud nato siya na muapil kay part na sa dance therapy, part sa rehabilitation program diri,” he said.

Joavan’s family may visit him every Thursday from 9a.m. to 11a.m. and 1p.m. to 3p.m. and every Sunday, which is a family day for the inmates.

Meanwhile, Judge Soliver Peras of Regional Trial Court Branch 10 told the media yesterday that he will summon Acting Police Chief of Moalboal, Insp. Henry Orbiso, to show cause for failure to bring Joavan to his court.

Earlier, Peras issued three warrant of arrest against Joavan for illegal possession of firearms, illegal possession of explosives and a violation of Commission on Election (Comelec) gun ban.

Peras said one of the Moalboal police return the warrant to his sala yesterday without the presence of Joavan and no action was taken.

He said it was their sheriff who served the three warrants yesterday against Joavan in CPDRC.

Aside from that, Peras said he will inform Police Regional Office (PRO)-7 to impose a disciplinary action on Orbiso.

Orbiso told The Freeman that since the RTC in Barili issued an order for Joavan’s commitment in CPDRC, they immediately brought him to the facility.

He said it was last Tuesday night when they received copies of the warrant of arrests issued by Peras.

However, he said the cases of illegal possession of firearms and Comelec gun ban were filed Tuesday afternoon before the RTC in Barili and they only waited for the commitment order which was issued early yesterday.

Joavan and his two companions,  Beneto Sellon and Carlito Cañada, were arrested in Barangay Saavedra, Moalboal town last Monday while preparing to leave for Negros Oriental on a pump boat.

Joavan was earlier arrested by the Talisay City Police in Barangay Bulacao on May 6 by virtue of a bench warrant issued by MTCC Judge Mario Manayon for his failure to attend the hearing of his physical injury case.

However, he escaped on May 8 while under the custody of the Talisay City Police .— (FREEMAN)
