For capitol services two radio stations demand payment

CEBU, Philippines - Two local radio stations are demanding payment from Cebu provincial government for their services.

DyMF Bombo Radyo-Cebu and Kool South Radio Network Radyo Natin FM have not reportedly been paid by the Capitol for months of services.

In a letter to the Capitol, Kool South Radio (a Manila Broadcasting Company partner) is asking for payment for its services at P50,000 per month.

The amount is based on the contract signed between the station, represented by planning and marketing manager Romarico Mata, and the Capitol, represented by Governor Gwendolyn Garcia.

Under the contract, which took effect on June 14, 2012 and will end on June 14 this year, the station airs a one-hour program entitled “Hiniusang Sugbu Numero Uno, which reports on projects and programs of  Garcia.

The program is aired simultaneously with Radyo Natin Balamban, Bogo, Cebu and Guihulngan Negros Oriental from 10 a.m. to 11 a.m. on weekdays.

The rules and trade agreements in the contract are reportedly approved by the Broadcast Media Council and the Kapisanan ng mga Broadkaster ng Pilipinas.

As for the Bombo Radyo Cebu, station officer-in-charge Marchoflix Lucabon said he sent last week a letter to the office of acting governor Agnes Magpale asking for payment. The letter was accompanied with a bill.

The station reportedly has contract with the Capitol covering July 2012 to December 2012.

A 15-second spot daily is said to be allocated to promote Cebu with Garcia inviting tourists to come and visit the province.

The province owed P300,000 to Bombo Radyo Cebu. Lucabon said initial payment has already been made by the province and that only two vouchers are pending for review amounting to around P150,000.

Lucabon said he understands the delay in the payment considering the Capitol’s financial difficulties.

He stressed that Magpale needed to review the contract and have it passed through the Commission on Audit.

But Lucabon said that they are expecting payment to be done next week since they would be undergoing an audit by a team from Bombo Radyo Philippines.

“Ako man gud ang manubag ani,” he said.

He added that if the payment would not be made, two percent of the full amount would have to be added up as agreed upon under the contract.

When Magpale ordered for a review of the Capitol’s financial status, it was found out that the province does not have sufficient funds to pay for pending obligations.  (FREEMAN)
