CEBU, Philippines - Mayor Michael Rama terminated the contract of Young Builders Corp. for the reconstruction of the Carbon Market Unit II citing serious delay in the implementation of the project.
Rama signed the termination order on February 18 that stated “the whole contract is ordered terminated on the ground of abandonment or undue delay in the
prosecution of contract work pursuant to Section 11 of PD 1594 and the pertinent provisions of RA 9184.â€
Presidential Decree No. 1594 prescribes the policies, guidelines, rules and regulations for government infrastructure contracts while Republic Act 9184 is the Government Procurement reform Act.
Young Builders was given resume to work orders on June 18 and September 17 last year but was proven to have failed to deliver the agreed service.
Moreover, the Office of the City Engineer noted that as of January 13, 2013, the office has not found proof of activity in restoring Carbon Market Unit II that was destroyed by fire in 1998.
As a result, a rebidding for the project will be done to accommodate interested firms.
Rama, however, refused to answer when asked if the terminated contractor may be allowed to join the bidding. — (FREEMAN)
