Bogo anti-crime group trains on high risk security

CEBU, Philippines - The controversial anti-crime group of the City of Bogo is being trained by a “consultant on high risk protection security” hired by the local government effective July 1 to December 31, 2012.

The City of Bogo hired the services of Loy Anthony Madrigal as consultant after he accepted the position for a renumeration of one peso a year.

Sangguniang Panlungsod Resolution No. 061-2012 authorizing Mayor Celestino Martinez, Jr. to enter into contract of service with Madrigal was only received by the Provincial Board on November 20, 2012 although it was passed on June 20, 2012.

The contract was notarized on July 20, 2012 before Notary Public, Atty. Ahmad Clay Escolar.

The resolution states that the City of Bogo is in need of an expert in high risk protection security.

The knowledge, skills and experience of Madrigal from a “world-renowned security establishment” made him highly qualified for the job.

Mardigal, a resident of barangay Taytayan, City of Bogo, is said to be known locally as a philanthropist who generously gives donations and contributions to poor Bogohanons.

Madrigal reportedly offered his services for free and conducted security training to selected members of the City of Bogo Anti-Crime Task Force (CBACTF) in an earnest effort to contribute to the peace and order of the city.

The contract also provides that Madrigal shall train the security detail of the City Mayor on very important person (VIP) protection and security.

He will also train the standard level of adequate and timely personal protection, security policies and procedures within the executive/VIP environment.

He shall also enhance the assessment skills of the members of CBACTF and shall perform work at a time and schedule to be agreed upon by both parties.

Fourth district Rep. Benhur Salimbangon earlier called on the disbandment of CBACTF as he alleged that crime incidents in Bogo were perpetrated by some of its members.

This is also the reason why Salimbangon called on the Commission on Elections to put the city under its control in the upcoming 2013 election.— MBG (FREEMAN)
