The Philippines remains optimistic that  the Western and Central Pacific Fisheries Commission (WCPFC) may  extend fishing access for the Philippines in Pocket 1 of the Pacific Ocean because of the country’s fish conservation efforts, according to Agriculture Secretary Proceso Alcala.
