The City Council has approved over P100,000 as assistance to at least 100 psychotic vagrants who will be confined at the Vicente Sotto Memorial Medical Center during the duration of the Association of Southeast Asian Nations Summit next week.


In a joint resolution, councilors Gerardo Carillo and Rodrigo Abellanosa said the financial assistance from the city government would be used to defray the cost of food and stay of psychotic vagrants at the hospital.

I wrote, last week, about the unbelievably savage act of rounding up the city's psychotic vagrants and dumping them in the mountain barangays. When adverse public opinion became imminent and our city officials could not dodge the hail of unforgiving criticisms, they, as if singing to the baton of an eccentric maestro, chorused for an investigation to find out who was that irresponsible someone and punish him. I bet, they were looking for a fall guy who would have no balls to squeal on who instructed him to do such a barbarity.

The city's anti-mendicancy task force is shifting its focus to another direction to combat vagrancy in the city. 


Councilor Gerardo Carillo yesterday said they will no longer hesitate to take legal action on families of psychotic vagrants who refuse to take them back. This act, Carillo said, violates the Anti-child Abuse Law.


Carillo said that under the law, these psychotic vagrants are considered as children because their mental and physical conditions make it impossible for them to take care of themselves.
