are backing off from their plan to import cement unless the government allows

Members of the Philippine Construction Association (PCA) met with DTI officials
yesterday and said that they did not want to undertake the importation directly
for fear of offending their suppliers.
The PCA has already imported a total of 25,000 metric tons of cement, due to
arrive at three points of entry in Mindanao, Visayas and Luzon.
