To preserve the non-partisan nature and institutional integrity of the Department of Education, DepEd Undersecretary Franklin Sunga has told superintendents and regional directors to ensure that proposed transfers and reassignments should be guided by the interests of public service and not by partisan political interests.


Sunga, in a memorandum, said that except in very urgent circumstances, the effectivity dates of transfers and reassignments shall be after May 14, which is the day set for the elections.

Lapus stressed that the psychological test will be a deterrent to future abuses since it will determine the mental competence of future teachers.


While he said the number of child abuse cases perpetrated by teachers is "insignificant", Lapus pointed out that the abuse should be stopped.
