A couple of weeks ago, this column received an e-mail from one of the children of Quezon City treasurer Victor Endriga categorically denying an aspiration on the part of their father for the plum post of commissioner of the Bureau of Internal Revenue.


The e-mail was in response to the concern aired in this column that some quarters might be using the name of Quezon City ’s respected treasurer in a suspected smear campaign against the tandem of Finance Secretary Gary Teves and BIR Commissioner Jose Mario Buñag.

We may have been wrong. This column was of the opinion that once the final revenue collection figures of the Bureau of Internal Revenue (BIR) have been reported, the year-old bashing of the agency would stop. On the contrary, the bashing continues. And the motives appear even more dubious.

Its most recent reports show that the BIR has already raised some P346.96 billion in taxes, its total take from January to July of this year. Significant if compared to how much it was able to raise from January to July of 2005 which was P281.73 billion. The bureau’s performance improvement for the period is, therefore, 23.15 percent, or a P65.23-billion rise over the year-ago collection level.
