The victim, Cesar Orozco Oliver III, 30, who co-owned the lot where the cellsite is being built, was shot dead by three motorcycle-riding men in the town proper, according to Superintendent Pedro Tango, Albay police director.

Police identified one of the gunmen as Alvin Orpiada alias Ka Alvin.
