The issue on the cash gift giving involving local government units and Malacañang prompted San Juan Mayor Joseph Victor "JV" Ejercito to poit out that President Arroyo has mastered the art of  "buying people" to stay in power.

Ejercito, son of convicted former President Joseph Estrada said the Arroyo administration has mastered buying people ranging from the Commission on Elections, Philippine National Police, Armed Forces of the Philippines and other politicians.
