The National Telecommunications Commission (NTC) bared plans yesterday of imposing monetary and administrative penalties against local exchange carriers (LECs) which failed to fulfill their telephone roll-out obligations within the three-year period provided by law.

The country's telephone density has reached 9.18 percent as of June last year, slightly higher than the 9.08 percent registered in December 1998 even as only half of the cities and municipalities nationwide have access to telephone service.

Teledensity refers to the number of telephone lines available for every 100 persons.

The National Telecommunications Commission (NTC) announced that from 6.64 million fixed and mobile phone lines installed in 1998, the figure rose by a mere 50,000 six months later.

The chief executive officer (CEO) and two other senior officials have resigned in what observers describe as a major shakedown in the cash-strapped Philcom Corp.

Philcom president and CEO Alex Villamar led the pack by filing his terminal leave last Jan. 10. Evelyn Singson has assumed the position, while management looks for a suitable replacement.

Singson is the president and CEO of APC Group Inc., a subsidiary of Belle Corp. which bought 40 percent of Philcom in 1997.
