Sugar planters proposed to Congress yesterday several measures aimed at protecting the local sugar industry from the devastating effects of smuggling and unnecessary sugar imports.

The National Federation of Sugarcane Planters (NFSP) asked Congress to empower the Sugar Regulatory Administration (SRA) to put on reserve and classify as 'C' sugar (reserve sugar) all imports considered in excess of domestic requirements.

Sugar planters are asking government for a 10 to 15-year moratorium on the compulsory coverage of sugar lands under the comprehensive agrarian reform program or CARP.

In a position paper, the National Federation of Sugarcane Planters (NFSP) said such moratorium is needed to give government enough time to review the impact of CARP on the sugar industry.

The NFSP also wants government to introduce amendments in the land reform law that will exempt sugar lands from compulsory coverage under CARP.

The National Federation of Sugarcane Planters (NFSP) is set to implement starting this year a five-year program for the development and improvement of the socio-economic well-being of workers in the sugar industry.

NFSP launched the initial skills training component of this long term program in 1999 where some 200 sugar workers and their dependents completed their studies in the electrical trade, welding and steel fabrication and auto-diesel courses at the Technological University of the Philippines-Visayas in the City of Talisay, Negros Occidental.
