The President said yesterday reducing the countrys "misery index," which is the sum of the economys unemployment and inflation rates, will be the top priority of the National Socio-economic Summit set for Dec. 10.
Mrs. Arroyo said that in the first half of the year, the countrys unemployment was at 10 percent while the inflation rate was at 6.5 percent, for a misery index of 16.5 percent.
