[Title] => COA: No legal basis for signing bonus of Cebu Capitol workers
[Summary] => CEBU The disbursement of the P17-million signing bonus by former governor Pablo Garcia under the 2003 collective negotiation agreement (CNA) between the provincial government and the Capitol employees had no legal basis.
This was the finding of the Commission on Audit (COA) in its post-audit observation report on the grant of the P12,000 signing bonus to each of the more than 2,000 regular, casual, contractual and job order employees, including elective officials, of the provincial government.

[Title] => Cebu rivals on the same yacht
[Summary] => CEBU Gubernatorial rivals Gwendolyn Garcia and Vice Gov. John Gregory Osmeña have found themselves literally on the same boat.
Gwendolyn, a daughter of Gov. Pablo Garcia, admitted that she was with Osmeña on a yacht to attend a fiesta coronation in Poro, Camotes on Jan. 17 last year.
Osmeña had charged the expense for the yacht trip to the provincial capitol. In an audit observation memorandum last Jan. 26, the Commission on Audit (COA) found it extravagant, and thus disallowed it.

[Title] => COA questions John-John Osmeñas yacht expense
[Summary] => CEBU Vice Gov. John Gregory Osmeña has found himself embroiled in another controversy even before questions on his financial aid to a foundation have died down.
This time, the Commission on Audit (COA), in an audit observation memorandum issued last Jan. 26, said Osmeña allegedly violated COA Circular 96-004 when he leased a yacht to take him to Poro, Camotes on Jan. 17 last year and charged the amount of P9,000 to the provincial government.
State auditor Nancy Aparri, the COA team leader in the province, signed the memorandum.
