Agriculture Secretary Proceso J. Alcala recently  expressed appreciation for the work of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) in implementing 25 projects funded by government.

Chavez, who was in Aloguinsan town yesterday for the agency's tie-up with Globe Telecoms on the distribution of health cards there, said the agency has been distributing PhilHealth cards annually, "and not only during elections."

He, however, noted that since the distribution was conducted recently, this could have been misconstrued as politicking.
