Livia Singson de Leon ang topnotcher noong 2001 sa kinubrang P9.8 milyong suweldo at benepisyo samantalang noong taong 2002 ay si Sergio Apostol, chairman at president ng Phil. National Oil Company (PNOC) ang kumita ng P9.2 milyong suweldo at benepisyo.

Dahil dito ay iginiit ni Sen. Villar ang pagtapyas ng sahod ng top executives ng GOCC, GFIs at tanggalin na ang mga puwestong hindi naman napapakinabangan ng pamahalaan. Naniniwala si Villar na kaya nagtaasan ang suweldo ng executives na ito ay dahil hindi sila sinasakop ng salary standardization law.
