CLARK FREEPORT, Philippines— Contrary to rumors its operations have been dwarfed by the global economic crisis, Texas Instruments, Inc. (TI), the world’s largest manufacturer of semiconductors, has started to move equipment and other facilities into its almost completed production plant here.
