"There needs to be deep and sustained change in how things are done in the Philippines," Eichenberger said. "ADB cannot pursue a business-as-usual approach."

The bank also indicated readiness to raise its guarantee to $750 million  by providing $250 million  in further support early next year, the Manila-based lender said in a statement.

                    [Summary] => The Asian Development Bank (ADB) pledged yesterday to provide an annual assistance of as much as $400 million to the anti-poverty program of President Arroyo.


Mrs. Arroyo and ADB president Tadao Chino witnessed the signing of the Poverty Partnership Agreement at the ADB headquarters in Pasig City. She was also keynote speaker at the ADB Conference on Poverty, Growth and the Role of Institutions.


The agreement was signed by Executive Secretary Alberto Romulo on behalf of the national government and ADB vice president Joseph Eichenberger.
